Core Policies on Semi-Trailers (December 3rd)
GB7258 Revision Consultation (Released in Mid-November): Jointly issued by the State Administration for Market Regulation and the Ministry of Public Security. The definition of a trailer is adjusted to "a road vehicle that cannot travel by its own driving force". Except for center-axle caravans and trailers without longitudinal beams, trailers shall have at least two Vehicle Identification Numbers (VINs), engraved on the wear-resistant parts of the frame. The braking system is upgraded, with mandatory requirements for full-wheel disc brakes and EBS. This standard is scheduled to take effect on March 1, 2026, and applies to road transport trailers for hydrogen (including liquid hydrogen).
"Road Freight Vehicle Loading Specifications" (GB/T 45745-2025): Implemented since December 1st. It clarifies that the total height of a semi-trailer with cargo <= 4 meters (extended to 4.2 meters for container trucks), total width <= 2.55 meters, and total length <= 18.1 meters. The three-point fixing method for loading is promoted, and "overweight with understated weight labeling" is strictly prohibited.
Extension of 50% Reduction in Vehicle Purchase Tax: The 50% reduction in purchase tax for trailers continues, and the policy will be implemented until December 31, 2027.
Special Governance on Vehicle Transporters (July-December): Jointly carried out by three ministries. It strictly inspects over-standard loading; the road transport permit will be revoked if illegal overloading occurs 3 times; enterprises with overloading exceeding 10% will be ordered to suspend business for rectification.
: The restriction that heavy cargo transport vehicles can only access highways from 7:00 to 18:00 is lifted, and there is no restriction on the access time during regular periods.
Age Requirement for Heavy Tractor-Trailer Driver's License: The application age is 22-63 years old; those over 63 years old are not allowed to drive, but can extend their qualification to 66 years old by passing the "Three Abilities Test"; those over 70 years old are not allowed to drive light tractor-trailers.
: The restriction that "the tractor and trailer must be owned by the same owner" is lifted, and cross-regional annual inspection is simplified. For passenger cars with a total mass <= 4.5 tons towing trailers <= 700 kg, drivers with C1/C2 licenses can operate them.
Check the engraving and quantity of the trailer's VIN as soon as possible, and adapt to the requirement of dual VINs in advance.
Inspect whether the braking system meets the specifications of full-wheel disc brakes and EBS to avoid subsequent rectification.
